Synopsis: University of Memphis officials at first refused The Tribune's request, under the claim that state law limits access to public records only to Tennessee citizens. When the newspaper employed a Nashville-based freelance reporter Glenna DeRoy to seek the records, the school provided redacted copies of three sanction forms listing punishments, apparently sent to athletes who had failed tests, two sent in 2005 and one in 2006. Memphis also included a copy of a $2,000 requisition form to Mobile Health Screening.
